FlaFi is a free flat files validation tools (for .txt, .csv, etc), it has an intuitive user interface that allowing you for building a flat file schema with business rules. Validation can be run through the user interface or command line for batch processing. FlaFi is absolutely free and an open source project, it was originally designed to streamline the existing data exchange process between organizations, with FlaFi, you can improved the data turnaround time by brining minimum numbers of rejected files.
